A Kind and Benevolent Despot is a Story Mission in Red Dead Redemption 2 (RDR2). This is one of the "Main Quests" of the game and players must complete it to advance the Story. Completing Story Missions opens up Stranger Missions as well as additional content throughout the game.

Glory via Gloria

Arthur Morgan (you) meets Dutch Van Der Linde above a waterfall close to where you left off after the previous mission. You and Dutch scale the wall and talk about the future plan, and as you reach the cave entrance, you begin to question Dutch's ideas. Shortly after, Dutch calls for the lady (Gloria) that will guide you to Javier Escuella, who emerges from within the cave. She asks for her payment and Dutch gives her the last of the gold you obtained from that botched bank job.

As you follow them through the caves, Dutch will raise his suspicions about being set up with the Pinkertons by a member of the group. When you arrive at a broken gate, Gloria will tell you to open it. It takes the both of you, but you get the door open which gives you access to a ladder. Before you can climb up, Gloria demands more money from Dutch at knife point. Dutch smacks the knife out of her hand and chokes her to death. You question his actions but he tells you she was going to rat them out.

 

Grand Entrance

Climb the ladder and you'll arrive at a structure, just in time to see Javier dragged by on a donkey, surrounded by soldiers taunting him. Once they pass, follow Dutch's lead to the left. He'll bring you to two guards facing the opposite way. Stealth kill the one his right on his count then hide the bodies in the bushes (area of interest). You can also pick up the Carbine Repeater on the table here. Continue to follow Dutch around to a building with a door. He'll check the window before proceeding in.

Take cover on the other side of the door and wait for one of the guards to go around the other side then take the closest one out while Dutch deals with his friend. Once here, there will be a few items to loot around, such as ammo and chewing tobacco. Dutch then tells you to open up the furnace vents, close the shutters and release the sugar in the bags to create an explosion. Once all the preparation is complete, wait for Dutch outside. When he comes out, you'll hind directly outside the building for a little while before following his lead to hide behind a well and wait for the building to explode.

 

Javier Es-traction

When the building explodes, the soldiers will rush towards it, giving you an opening to follow Dutch and rescue Javier. Dutch will pick him up from his cage and you will need to provide cover fire. Kill the oncoming soldiers but stick to Dutch. In this mission, it's more important to follow Dutch as more and more soldiers will just keep appearing. Stay close to him, clearing the enemies in front of him and then covering behind him. He will eventually run out of the camp and into a large sugar field. Continue to provide cover fire as you escape into the fields.

Eventually you'll reach the jungle and then cross a river. Dutch will carry Javier away to safety while you stay behind and kill the remaining oncoming soldiers. Once they're all dead, you will run away and the screen will fade to black, spawning you back at the camp.
