Good, Honest, Snake Oil is a Story Mission in Red Dead Redemption 2 (RDR2). This is one of the "Main Quests" of the game and players must complete it to advance the Story. Completing Story Missions opens up Stranger Missions as well as additional content throughout the game.

Following a tip from the Valentine Sheriff, Arthur attempts to capture and turn in Benedict Allbright, a wanted criminal, out near the Dakota River.

Bounty Hunter
Head to the Sheriff's Office in Valentine to walk into a conversation the Sheriff is having with his deputy about a wanted felon. After a bit more talking, they ask for Arthur Morgan (you)'s help to capture a bounty alive. The target is Benedict Allbright and he has been selling poison to women and passing it off as a miracle cure. The sheriff tells you his last known location and sends you on your way.
Once you find him, you trick him into confirming his identity and then threaten him to come in quietly, but of course he doesn't and falls off the mini cliff you find him on. Luckily you catch him and pull him back up, but after learning that you need him alive, he uses this to his advantage and attempts to flee by jumping into the stream below. He is successful and is dragged by the current. You must now chase after him and on your horse, and use your Lasso to subdue him once he's within reach. Once you do, put him back on your horse and ride back into Valentine.
Upon arriving, you'll find the Sheriff talking to a woman in his office. Place Allbright on the floor of the cell to trigger a cutscene of you locking him up, and the Sheriff thanking you for your services and rewarding you the bounty.
